The turbo frequency is the speed the chip will boost to on a single thread for short term operation, the all core max speed will be a bit lower (but still higher than the base speed a lot of the time).
In fact, they performed almost identically to each other and beat the next fastest CPU (the Core i9 9980XE) by a small 2.5%.
